MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

Alex Michael is one of the high command of the Red Unit, corporation belonging to the FBI, devoted to Internet surveillance. Steven Day, the director, is killed by a bomb while riding his official car. Johnny Stompatto a criminal kingpin, is also killed. The blame for these deaths is a genius who is at the command of a stranger who wants to gain control of the Internet world.
