MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1977 film?

Manuel Belaunzarán has four terms as president of the republic of Arepa, supported by the party he leads. Send kill Dr. Saldaña, his opponent, and then ordered to investigate the murder fakes. The constitution does not allow fifth reelection, however deputies modify it and he will remain in power. The opponent Carlos Berriozábal, his wife Angela, their son Tin Tin and shy and miserable it maestro music, offer the nomination to Joseph Coussirat, rich athlete who lives in New York. He accepts but soon realizes that it is unreasonable to win elections and decides to eliminate Belaunzarán. He tries three times but fails and has to flee dressed as a woman, assisted by Angela and music teacher, who finally manages to kill the dictator.
