MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1988 film?

A maniacal murderer begins to kill cops in New York. The main suspect is Jack Forrest, an agent of the body with a reputation for being problematic. However, when his superior, Lieutenant McCrae, is found dead Jack decides to handle the case. It counts with the help of his girlfriend and another agent working undercover. Meanwhile, someone is killing police. This film is a prequel of Maniac Cop 2 (1990).
