MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

Dylan Ramsey, the flamboyant restaurant owner, wants to impress his beautiful French neighbor Lila Dubois and get them to fall in love with him. This lays out a plan: to kidnap your dog and then presented as the hero who has recovered. Unfortunately, things will not go as planned. A remake called Perdido y encontrado (2005) was made based on this movie.
