MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

Leopold Nettles, philosopher, diplomat and writer, lives in fear of returning to prison and hides in his house. Several people, including members of the secret police, visited him. The secret police warns of a written test and tell the potential consequences can be bypassed by changing the name. Leopold asks for more time to consider, but ultimately seems lost in his own madness.
