MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2009 film?

Xavier Alvarez is a teenager full of ideas architect whose ambitious projects could benefit Aix-en -Provence, the city in which he lives. Vincent Cluzel is an honest politician little known yet presented for mayor against the incumbent mayor, all corrupt. Xavier decides to support Cluzel with every effort, with all his money and all his cunning. What was a chimera gradually takes shape until elected mayor Cluzel out. Now Cluzel is indebted to Xavier.
