MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

In 1949, during the administration of President Miguel Aleman, the corrupt mayor of San Pedro de los Saguaros is lynched and beheaded by the indigenous inhabitants of the site. Times are elections and the governor is not predisposed to see jeopardize their position by a diplomatic scandal, so orders his lieutenant governor, Mr. Lopez, to name a new mayor for San Pedro. Lopez decides that the best person is Juan Vargas, a harmless and loyal party member who will certainly not be as corrupt as his predecessor.
