MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1985 film?

Madrid is the scene of the summit for peace, in which the Soviets and the Americans have agreed to the signing of a bilateral nuclear disarmament treaty. The Soviet representative, main supporter of peace, suffers an attack that endangers his life, and thus the negotiations. The ambassador of his country and his delegation translator decide impersonate someone. The chosen one is a plumber Madrid, Juan.
