MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1997 film?

In the early '50s crime and corruption have infiltrated in Los Angeles. At police headquarters, three police officers are involved in criminal intrigue to uncover the dirt of the Department. To regain the prestige it enjoyed this security, the three top police take over the investigation of the murder.
