MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1993 film?

Jack and Dora are two brothers who leave their parents as children. By adopting two different families lose contact but still remember. Jack ends up in a family that treats him so badly that the boy invents a machine to kill their adoptive parents. Dora is luckier. The family treats her well, but she has some extrasensory powers that allow you to detect when his brother is in danger. Thanks to this we located where the adoptive family flees.
