MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1995 film?

Year 1992, the Soviet Empire has experienced historic changes. Latvia is now a sovereign state, in which after the apparent formal autonomy there are powerful forces working closely linked to the Russian mafia. A boat with two men dead is carried by the sea to the coast of southern Sweden. Ystad police, led by Detective Kurt Wallander follows that the two men were killed and the boat is from Latvia. He soon finds that murder is the result of an internal dispute of the mafia.
