MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

Dr. Payne falls for the beautiful Qiuqiu at first sight in Shanghai in the late forties. But their love is impossible since she is the mistress of Jin revolutionary hero, the leader of the Communist Party, even illegal, diseased and old wounds of war. Hao Ming, head of Guomingdang brutal secret police, during his investigations discovers a secret about Qiuqiu life. In 1949 the revolution succeeded in Shanghai.
