MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1988 film?

Kevin Chan is a brilliant police officer to catch criminals, however to all this his unorthodox methods cause further end relegated to the traffic department. But a gangster who had sworn to avenge him out of jail and also pursues him and his girl. At the same time, the police chief is considering returning to his previous post for Kevin to some extent to help them catch criminals who extort various builders, who threaten to explode bombs in their buildings.
