MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2002 film?

On the night of March 12, 1956, an exile government delegate Republican and Basque in New York called Jesus de Galindez disappeared in downtown Manhattan. Hoover and his FBI began one of the most expensive operations of his legend to find out who had dared to suppress his best informant diplomat in Latin America. The Dominican dictator Leonidas Trujillo, alarmed by the implications of the case, murdered all those involved in the complicated machinery of the kidnapping.
