MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1978 film?

Adapted from the novel by Alejo Carpentier. The president of a Latin American republic in Paris receives the news of the lifting of a general. Party immediately and down the rebellion. The President returned to Paris, where they have posted the photos of the slaughter.
