MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1980 film?

In the municipal elections looming, the power of a political party, decides to give full support to a candidate in Somerruelos, a town that is key to communication between two provinces. The candidate is the current mayor, a character who is respected and feared by all and sundry and rampant through the village, allowing prostitution and gambling.
