MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1988 film?

The peace and tranquility of a small Northern California town is shattered when bank robbers storm the city. Criminals, Joe and Ray Halsey, the alarm is triggered try to escape but are stopped near a café near the bank. But everything is complicated because during his arrest occurs crossing bullets that unfortunately kills Susie Taylor who was in the cafeteria at that moment and Ray Halsey. On the other side, taking advantage of moments of confusion Joe Halsey flees stealing a motorcycle and fleeing at high speed. That's when Susie's dad full of rage and impotence decides to avenge the death of her daughter and make it unattainable to imprison the murderer of this, and in turn Joe will do the same to avenge the death of his brother. The vendetta has only just begun.
