MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1972 film?

The inhabitants of a British island are victims of a radiation leak of illegal dumping at sea. Thus almost all play a strange disease that a scientist try to cure, even though they have to deal with all its inhabitants. This film is a prequel of Doomwatch: Winter Angel (1999).
