MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1961 film?

It's night in London, the fog is thick and the streets are deserted. A blind man walks with difficulty, while in the background the bells of Big Ben, the clock of Parliament. Suddenly a cry rips the night. The next day a corpse is discovered in the Thames: the diagnosis is accidental death. However, the Scotland Yard inspector Holt foul play suspected. There are already several similar deaths and in all cases, it is a older man, a widower, without close family and enjoyed a prosperous economy. In the clothing worn by the latest victim appears a clue, a sheet of Braille paper that has come back Can the band " London's dead eyes " blind gangsters acting years ago?
