MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

Winter 1968. The historian Dr. Dallow is released from prison, though still trying to understand why it was put behind bars for 21 months for insulting the state. His alleged "crime" is that for five minutes accompanied by a piano cabaret song.
