MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1931 film?

Vienna, 1814. Following the Napoleonic wars gather rulers and statesmen from across Europe to agree a new international order. The wily Prince Metternich, the Austrian Emperor Minister acts as host and does his best to distract its guests, with the sly intention not to attend the conference sessions and allow the costume making and unmaking of Europe to the tailored to your interests. A naive teenager will be immersed in these intrigues, in what she takes as a romantic adventure with the powerful and handsome Czar of all the Russias.
