MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2001 film?

The film is set just before the transfer of Hong Kong to China. A lady builds a relationship with an inmate and get the help of a sympathetic senator to discuss your case. The film shows the plight of a group of prisoners who were jailed for the crime of murder, arrested on " the discretion of His Majesty ", which means they do not have a sentence for his crimes.
