MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

On his birthday, when just released a magnificent car, Daniel dies in the act as it hit another vehicle. Moments later, he discovers in the Judgment City, surrounded by people who also await the election of a court may decide to send them back to Earth to give them another chance at a new life. There, Daniel meets a woman, who drowned in a pool, and falls in love with her.
