MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2015 film?

A mid-90s in Vietnam the young Vu, a photographer student, decides to migrate from the countryside to the city of Saigon. There he meets Thang Vu convinces him that the vasectomy and collect the money paid by the government for it.
