MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1953 film?

50s. Villar del Río is a quiet little town where nothing ever happens. However, the same day they arrive folk singer Carmen Vargas and his representative, received the news of the imminent visit of a committee of the Marshall Plan. The news caused a stir among the people, and the town's mayor proposes natured neighbors who are disguised Andalusian -style to impress the Americans who come to hand out money.
