MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

Brian was a child when he saw his dad die in the line of duty during a fire. Twenty years later, has to undergo a tough test period the company that sends her demanding brother Stephen, to be a firefighter in Chicago. Overcome the obstacle, your job is to investigate fires to discover if they are provoked. While an arsonist arson is dedicated to the two brothers try to overcome past grudges.
