MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1982 film?

During a meeting in Madrid of the Central Committee of the Spanish Communist Party, there is a brief power outage. When the light comes back a few seconds later, the general secretary Fernando Garrido, has been murdered, stabbed in the chest. The government charged the case to Fonseca, an anti - communist. Santos, the new interim leader of the Communist Party, call a private investigator Pepe Carvalho. Carvalho arrives in Barcelona to take over the case.
