MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2000 film?

A neighbor suffers neighboring home demolition and construction of a building on the same site, in a period of two years. During this time many things will happen: a death and a birth, slum demolitions, construction of buildings and the passage of the seasons. At the end, when the building is completed and occupied, the new neighbors look the main figure from their balconies down as the residue of a culture defeated in urban warfare and silent.
