MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2004 film?

Tristia, which prospered play an important role in maritime trade, and it was so beautiful that even she was known as the jewel marina. Despite the effort they put residents in rebuilding their city, all to no avail, and the city remained desolate. But that was long ago, before the attack of the dragons that deprived the city of its original luster. In the end, the citizens of Tristia, sought help from a great craftsman, Prospero Flanka. Prospero was a legendary inventor who had returned to its former glory to all the cities through which he passed. The long awaited day comes when Prospero, the great craftsman, appears in the city.
