MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1997 film?

A heroic action during a raid against drug dealers John Shepard makes is considered by all as the best police in Los Angeles. Rex also thinks so, a young psychopath determined to prove that he is the fastest of the gunmen. The aim of Rex's get it done a piece of film on him, and it wants to kill Shepard in a duel with a television camera.
