MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1983 film?

Hong Kong, the late nineteenth century. The South China Sea is infested with the worst kind traffickers among them the redoubtable The San Pao and his band of pirates. The San Pao acts with impunity against government inaction and impotence a Coast Guard has finally down arms before his surge mafia. Only Dragon Ma, a young naval officer, refuses to surrender, and dare to stand up to The San Pao to restore honor to the coastguard. Frustrated with the incompetence of the local police and betrayed by one of their own, Dragon Ma is forced to join forces with rogue thief Fei and Tsu disciplined police inspector on a personal crusade to eliminate hackers.
