MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

Daniel Lefebvre is the director of the nursery of a slum in a mining town in northern France, where 30% of the population is unemployed because of the crisis in mining. One day, the mother of a student comes to school drunk, collapses and leaves her baby there and her five year old daughter. The director decides to intervene in the matter and requested the help of the community, but all I get is that his teaching is questioned.
