MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2009 film?

The street burns in one morning in a Latin American city. People go out of their homes by bus, metro, in their cars and also tune the radio. There, in front of the microphone and his voice trained Cayetano Ruiz, who invites the public to a hip- hop battle even takes place in the central square.
