MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2003 film?

" Nasu: Summer in Andalusia" is the directorial debut of Studio Ghibli's usual collaborator Kosaka Kitaro, and the first piece of Japanese animation cinematográgica chosen for the prestigious Cannes film festival. Cinematográgica The piece is based on an episode of the famous eponymous manga Kuroda, and recounts the legend of Spanish cyclist Pepe while racing in the Vuelta a world famous cycling competition. One of the stops on the tour is the hometown of Pepe, fate led that runs the same day that his brother was home with his former girlfriend, Carmen. Tired of being in the background in their relationships and their own set of cycling, Pepe decides that it's time to take control of their own destiny.
